When the leader of a militant communist insurgency in the Philippines escapes capture from the U.S. government with almost supernatural ease, it's up to Juan Cabrillo and the crew of the Oregon to catch him. Tracing the Filipino insurgent through his drug lord allies, Cabrillo learns his new adversary has his eye on an addictive chemical compound developed during World War II that can turn civilians into supersoldiers.
