Summary:
Dr. Herbert West has been in prison for the past 14 years. He has had no choice but to continue his experiments on the only specimens he can find - rats. When a young new doctor comes to work as the prison's medical doctor, he requests Dr. West's assistance. Dr. West discovers that this new doctor has something that Dr. West had left behind 14 years earlier.
