Summary:
An international crime syndicate is on the move in America. Led by the devilishly clever Livingston (Lithgow), who plans one last payday before they move their operation overseas. Two U.S. agents stand in their way: FBI agent Norwood (Carrere) and her rival, DEA agent Max Parish (Griffith). Their competition to bring down Livingston grows so fierce that they cripple each other's investigation. When Livingston's top assassin (Sutherland) murders Norwood's friend, she vows to hunt him down, but Parrish needs the assassin alive to convict Livingston. Betrayed by his boss, the assassin is looking for his own revenge. The three end up working together to bring down Livingston.
