Summary:
Close to retiring, Frank Cooper, who has the reputation of being one of the toughest, hard-nosed border cops around, remains quiet about his commander taking bribes from the biggest smuggler in Mexico. He finally snaps when the commander and the smuggler begin their largest scheme ever, with deadly results.
