Summary:
In 1999 Tokyo, robots called Labors are heavily relied upon to reshape the city. The police have caught on to a plot aimed at taking over control of the Labors in order to destroy Tokyo. It is up to the Special Vehicles Section 2 team to catch the criminals and save Tokyo from devastation.
