Stuart was born at Knoxville, Iowa in 1920 and attended the State University of Iowa, receiving his undergraduate degree in 1940 and his law degree in 1942. He served in the U.S. Naval Air Corps during World War II and after that was in private practice in Chariton, Iowa from 1946 to 1962. Stuart served as the city attorney of Chariton from 1947 to 1949 and also was a member of the Iowa Senate from 1953 to 1961. In 1962 he was appointed to the Iowa Supreme Court and served as justice there until 1971 when he was appointed to a seat on the United States District Court for the Southern District of Iowa. During the years 1977 to 1985 he served as Chief Judge for that district and in 1986 assumed senior status. 520 2 $a This is a videorecording of a ceremonial court session to Honor Judge William C.
