[This report] - based on reviews of records from 95 court cases, hundreds of pages of government documents, and interviews with defense attorneys as well as current and former US officials - explains how parallel construction works and summarizes the available evidence suggesting the practice is both common and used by a wide range of law enforcement and intelligence agencies.
