Summary:
"Kenya's President Uhuru Kenyatta stated in July 2015 that 'gay rights is a non-issue.' But for lesbian, gay, bisexual and transgender people living in Kenya's coastal counties of Kilifi, Mombasa and Kwale, the right to be free from violence is a critical issue. In at least six instances between 2008 and 2015, members of the public have attacked or threatened to attack LGBT people or health workers serving the LGBT community. The authorities' response has been painfully limited. Officials rarely condemn the attacks, and police -- while in some cases protecting victims -- have not arrested anyone for participating in or inciting these attacks. Many victims do not report crimes, believing that the police will not help them or, worse, might arrest them. In one case, police arrested two men solely on the basis of rumors, subjecting them to humiliating anal examinations in a deeply misguided attempt to 'prove' their sexual orientation. The Issue is Violence documents rights abuses against LGBT people in Kenya's coast region, including mob violence, assault, rape, incitement to violence, and inadequate protection. The report identifies ways in which the Kenyan authorities could improve the response to these abuses and uphold their responsibility to protect all Kenyans. The African Commission on Human and Peoples' Rights passed a groundbreaking resolution in 2014 calling on governments to prevent and punish all forms of violence targeting persons on the grounds of real or imputed sexual orientation or gender identity. Kenya should uphold this resolution and protect, rather than persecute, sexual and gender minorities"--Page [4] of cover.
