When the "Blu Flu" strikes the Seattle Police force, with many officers on unofficial strike, Detective Lou Boldt catches a string of robberies and the brutal near-murder of a female cop. With the help of psychologist Daphne Matthews and Sergeant John LaMoia, Boldt makes progress, but things soon spin out of control.
