Although scientists became aware of the problem of climate change and greenhouse gases in the 1970s, global warming did not become a hot political issue until a decade later. This program focuses primarily on the politics and agencies involved in formulating an international response to this situation₇strategies that differ widely based on the countries involved. The program features footage from both the Second and Third Conference of Parties₇the congress held by those states who have ratified the Framework Convention on Climate Change₇along with interviews of politicians, environmentalists, and scientists.
