Jeff Talley, a negotiator with LAPD's SWAT unit, hits bottom after a hostage situation goes bad. He resigns to take a less stressful job as the chief of police in a sleepy little bedroom community. But when three men fleeing from a robbery take the family of a La Cosa Nostra member hostage, Talley may the only one capable of diffusing the crisis.
