Hurricane damage spanned Puerto Rico's water infrastructure, including drinking water, wastewater, stormwater and flood control, as well as its water resources. This damage was attributed to multiple causes: the preexisting vulnerability of the water sector infrastructure; direct damage from Hurricanes Irma and Maria; and indirect disruption stemming from damage in other sectors, particularly the loss of electrical power. The recovery plan for the water sector in Puerto Rico involves not only repairing hurricane-damaged water infrastructure and systems but also fixing the significant legacy challenges in the water sector's infrastructure, operations, and governance. This report details a framework for a hurricane recovery made up of 30 courses of action consistent with the government of Puerto Rico's priorities. These courses of action address key opportunities for enhancing resilience in Puerto Rico's water sector, which include upgrading the physical infrastructure, as well as asset management and operational systems, with the objective of developing systems that are better hardened against extreme events but also more flexible and efficient. In addition, building capacity of water sector management organizations and personnel can enhance efficiency, contingency planning, and the ability to take advantage of new technologies and practices. Improving situational awareness of water sector assets and developing performance metrics that can be tracked in real time can provide early warning of problems and accelerate emergency responses. 530 $a Also available on the internet via WWW in PDF format. 580 $a See also RAND/RR-2595-DHS, RAND/RR-2597-DHS, RAND/RR-2598-DHS, RAND/RR-2599-DHS, RAND/RR-2600-DHS, RAND/RR-2602-DHS, RAND/RR-2603-DHS, RAND/RR-2604-DHS, RAND/RR-2605, RAND/RR-2606-DHS, RAND/RR-2607-DHS, RAND/RR-2856-DHS, RAND/RR-2858-DHS, RAND/RR-2859-DHS, RAND/RR-2861-DHS, RAND/RR-3040-DHS, RAND/RR-3041-DHS, RAND/RR-3042-DHS. 650 0 $a Water-supply $z Puerto Rico. 650 0 $a Water resources development $z Puerto Rico. 650 0 $a Hurricane damage $z Puerto Rico. 650 0 $a Hurricane Irma, 2017. 650 0 $a Hurricane Maria, 2017. 650 6 $a Eau $x Approvisionnement $z Porto Rico. 650 6 $a Ressources en eau $x Exploitation $z Porto Rico. 650 6 $a Dommages causes par les ouragans $z Porto Rico. 650 7 $a Hurricane damage. $2 fast $0 (OCoLC)fst01742810 650 7 $a Water resources development. $2 fast $0 (OCoLC)fst01171955 650 7 $a Water-supply. $2 fast $0 (OCoLC)fst01172350 651 7 $a Puerto Rico. $2 fast $0 (OCoLC)fst01205432 700 1 $a Miro, Michelle E. 700 1 $a Brenner, Paul. 700 1 $a Gilmore, Christopher K. 700 1 $a Raffensperger, John F. 700 1 $a Madrigano, Jaime. 700 1 $a Huttinger, Alexandra. 700 1 $a Blackhurst, Michael. 700 1 $a Catt, David. 710 2 $a Rand Corporation. $b Homeland Security Operational Analysis Center. 710 2 $a Rand Corporation. 710 1 $a United States. $b Federal Emergency Management Agency. 787 18 $7 nnam $t After Hurricane Maria : predisaster conditions, hurricane damage, and recovery needs in Puerto Rico $r RAND/RR-2595-DHS 787 18 $7 nnam $t Developing recovery options for Puerto Rico's economic and disaster recovery plan : process and methodology $r RAND/RR-2597-DHS 787 18 $7 nnam $t Community planning and capacity building in Puerto Rico after Hurricane Maria : predisaster conditions, hurricane damage, and courses of action $r RAND/RR-2598-DHS 787 18 $7 nnam $t Recovery plan for the communications and information technology sector after Hurricanes Irma and Maria : laying the foundation for the digital transformation of Puerto Rico $r RAND/RR-2599-DHS 787 18 $7 nnam $t Challenges and opportunities for the Puerto Rico Economy : a review of evidence and options following Hurricanes Irma and Maria in 2017 $r RAND/RR-2600-DHS 787 18 $7 nnam $t Modernizing Puerto Rico's housing sector following Hurricanes Irma and Maria : post-storm challenges and potential courses of action $r RAND/RR-2602-DHS 787 18 $7 nnam $t Health and social services in Puerto Rico before and after Hurricane Maria : predisaster conditions, hurricane damage, and themes for recovery $r RAND/RR-2603-DHS 787 18 $7 nnam $t Municipalities on the front lines of Puerto Rico's recovery : assessing damage, needs, and opportunities for recovery after Hurricane Maria $r RAND/RR-2604-DHS 787 18 $7 nnam $t Recovery planning for natural resources and parks in Puerto Rico : natural and cultural resources sector report.
