Summary:
Mild-mannered office clerk Arthur Jones is a deadringer for a notorious gangster named "Killer" Mannion. In the confusion of mistaken identity, the police arrest Arthur as Public Enemy Number One, but soon release the innocent man with a special identification pass. The pass is then stolen by the mobster in order to continue his crime spree, kidnapping two women, one being Wilhelmina, the girl of meek Arthur's dreams.
