Summary:
After a Tibetan monk was arrested for having exchanged cell phone messages with fellow monks in Nepal, police raided his monastery and arrested and beat a number of other monks. Several monks were tried and convicted in secret and given extreme sentences in prison, up to 20 years, for supposedly seditious behavior such as donating to earthquake relief in Nepal. The report concludes that such exaggerated accusations and harsh sentences indicate that Chinese officials are placing a major new emphasis on preventive control and security, particularly in Tibet and other minority areas.
