As early as the 1930's, West 23rd Street provided access across Perry Creek. In the 1930's, Perry Creek was straightened, especially north of West 21st Street, where the channel was shifted east to within one block of Geneva Street. Photos taken after the Works Progress Administration project to straighten the creek show either a small culvert or bridge for crossings. The improvements made with the Works Progress Administration project did not eliminate periodic flooding, though. Over approximately ten years, from the late 1990's to 2007, the USACE Perry Creek Flood Control Project reconstructed the channel and widened it to approximately 150 feet across. In addition, levees were constructed on each bank. As part of the Perry Creek reconstruction, numerous short span bridges between the Missouri River and Stone Park Boulevard were removed. The bridges at West 19th Street and West 28th Street were replaced to accommodate the new channel cross section. Between these crossings, bridges at West 20th, West 23rd, and West 26th Streets were removed. The City of Sioux City elected to replace the three removed structures with one bridge, to be either a local service bridge or an arterial bridge. With a preference for a local service bridge that would work with existing traffic patterns and cause minimal disruption to residents, City staff considered replacement structures at West 23rd and West 26th Streets. Based upon the results of their analysis, a public meeting held December 5, 2006, and City Council approval, the West 23rd Street location was chosen for the replacement crossing.
