Summary:
San Francisco police inspector Harry Callahan tracks down a serial killer; Callahan investigates when several criminals turn up dead and begins to suspect that vigilante police officers are responsible; Callahan tries to bring down a terrorist organization formed by disgruntled Vietnam veterans; Callahan investigates a series of killings outside of San Francisco that have a link to a rape victim.
