"La migración internacional, especialmente la que se desplaza en situaciones de desventaja social, es un síntoma de las condiciones de precariedad en las naciones de origen; es un termómetro de la solidez de las políticas de atención de los países de tránsito, además de que es un test impagable de las políticas de integración o reintegración de los Estados receptores. Por ello, el grado de desventaja social de los migrantes se reduce cuando las políticas públicas los reconocen como actores elegibles de las estrategias de desarrollo. Sin embargo, la realidad actual es que los migrantes tienen un papel marginal en el diseño de las políticas públicas. Conveniencias económicas, estrategias electorales, pobreza en la lectura sobre su trascendencia, el hecho es que el debate sobre su peso en los procesos de desarrollo apenas comienza a tener espacio en la agenda global. International migration, especially that which moves in situations of social disadvantage, is a symptom of the precarious conditions in the nations of origin; it is a thermometer of the soundness of the care policies of the transit countries, in addition to being an invaluable test of the integration or reintegration policies of the receiving states. For this reason, the degree of social disadvantage of migrants is reduced when public policies recognize them as eligible actors in development strategies. However, the current reality is that migrants play a marginal role in the design of public policies. Economic conveniences, electoral strategies, poor reading of its significance, the fact is that the debate about its weight in development processes is just beginning to gain space on the global agenda.
