"'An Examination of Domestic Implementation Practice and Participation Modalities under International Law based on the Regiones Especiales de Desarollo in the Republic of Honduras.' The neoliberal narrative of free cities as incubators for economic growth has culminated in recent years in the development policy concept of Charter Cities. Using a case study of a pilot project in the Republic of Honduras, this dissertation examines the legal limits to the implementation practice of charter city projects.
