Summary:
"Widespread unemployment in 1932 and 1933 left thousands of teachers without means of earning a livelihood in their chosen profession. In order to remedy this situation and to offer educational services that would not compete with work offered through the public schools to communities desiring this type of service, the Emergency Education Program was organized as part of the work relief program by the Federal Government in 1933. Adult education classes and nursery schools were organized under this program with unemployed teachers as instructors. These teachers were eligible for work relief from the standpoint of need."
