520 $a "Since March 26, 2015, a coalition of states led by Saudi Arabia has conducted an air campaign in Yemen against the forces of Ansar Allah -- commonly know as the Houthis. The air campaign has killed hundreds of civilians, according to the United Nations. Targeting Saada details the effects of the air campaign on Saada, a Houthi stronghold city in northern Yemen. Based on field investigations, interviews with victims and witnesses and satellite imagery analysis, the report documents several apparently unlawful airstrikes, including on residential houses, markets, a school, and a petrol station. The attacks documented in this report resulted in the deaths of 59 people, including 14 women and at least 35 children. Human Rights Watch calls on the coalition to promptly investigate all alleged laws-of-war violations carried out by coalition forces, including those detailed in this report, and provide compensation and other redress to civilians as appropriate. Human Rights Watch urges the coalition not to use explosive weapons with wide area effect in populated areas because of the inevitable civilian harm caused. The Houthis should avoid deploying forces in densely populated. The United States and other coalition supporters should press the coalition to abide by its international legal obligations, and they should investigate allege violations in any attack where they played a direct role--Page [4] of cover.
