Coloniality and citizenship in the U.S. territories -- Moving forward: natural disasters may be inevitable; good U.S. policy is not. 520 $a "Focusing on Central America and the Caribbean, State of Disaster traces the development of U.S. refugee, humanitarian, and immigration policies in response to the 1995-2004 series of volcanic eruptions in Monserrat in the Leeward Islands, Hurricane Mitch in Honduras and Nicaragua in 1998, and the back-to-back Hurricanes Irma and Maria of 2017 that devastated the U.S. territories of Puerto Rico and the Virgin Islands. The case of Irma and Maria reveal afresh the neocolonial realities that sentence citizens of U.S. territories to a liminal and unequal political status that makes economic growth difficult and recovery from natural disaster especially daunting. Reflecting what technical social science and science studies indicate but also obscure, Garcia argues that it is high time that U.S. policymakers create desperately needed new policies and suggests ways to amend or create new law altogether. She reminds us that while natural disasters are impossible to prevent, much of the devastation that occurs in the wake of natural disasters is artificial and can be mitigated"-- $c Provided by publisher. 650 0 $a Environmental refugees $x Government policy $z United States. 650 0 $a Disaster relief $x Government policy $z United States. 650 0 $a Disaster relief $x Territories and possessions. $z United States $x Territories and possessions. 650 0 $a Environmental disasters $x Social aspects $z Caribbean Area $v Case studies. 650 0 $a Environmental disasters $x Social aspects $z Central America $v Case studies. 650 0 $a Climatic changes $x Social aspects. 651 0 $a United States $x Government policy. $x Government policy. 651 0 $a United States $x Foreign relations $z Caribbean Area. 651 0 $a United States $x Foreign relations $z Central America. 650 6 $a ReÌfugieÌs environnementaux $x Politique gouvernementale $z EÌtats-Unis. 650 6 $a Climat $x Aspect social. $x Aspect social. 651 6 $a EÌtats-Unis $x Politique gouvernementale. $x Politique gouvernementale. 651 6 $a EÌtats-Unis $x Relations exteÌrieures $z CaraiÌbes (ReÌgion) 651 6 $a EÌtats-Unis $x Relations exteÌrieures $z AmeÌrique centrale. 650 7 $a Climatic changes $x Social aspects $2 fast 650 7 $a Diplomatic relations $2 fast 650 7 $a Disaster relief $x Government policy $2 fast 650 7 $a Emigration and immigration $x Government policy $2 fast 651 7 $a Caribbean Area $2 fast 651 7 $a Central America $2 fast 651 7 $a United States $2 fast 655 7 $a Case studies $2 fast 776 08 $i ebook version : $z 9781469669984 941 $a 1 952 $l UNUX074 $d 20240216010156.0 956 $a http://locator.silo.lib.ia.us/search.cgi?index_0=id&term_0=11E0A8A0CC9911EE8D42A99345ECA4DB 994 $a Z0 $b NIUInitiate Another SILO Locator Search
