Trade thrives on constantly changing competitive advantage. To compete, producers need markets which are open, undistorted, stable and predictable. To create such markets, governments have to work within a framework of international commitments, rules and obligations. That has been the GATT's role for the past 45 years. The Uruguay Round is the chosen means of governments to extend and reinforce the multilateral trading system; to make it the vehicle fo growth, sustainable development and successful economic reform in the decades to come.
