Summary:
After spending half his life in prison, Wilhelm Voigt is released and resolves to make a new honest life for himself. However, as an ex-convict he is unable to get official papers which will allow him to find work. Until he finds work they will not give him papers. In no time he finds himself behind bars again. After being released again he finds a uniform in a second-hand shop and recruits himself as "Hauptmann von Köpenick" and acts as a soldier protecting City Hall where he can finally get papers for himself.
